Much behavioral welfare economics assumes that expected utility theory does not accurately describe most human choice under risk. A substantial literature instead evaluates welfare consequences by taking cumulative prospect theory as the natural default alternative, at least where description is concerned. We present evidence, based on a review of previous literature and new experimental data, that the most empirically adequate hypothesis about human choice under risk is that it is heterogeneous, and that where EUT does not apply, more choice is (...) characterized by rank-dependent utility models than by CPT. Most of the apparently loss-averse choice behavior results from probability weighting rather than from direct disutility experienced when an outcome is framed as a loss against an idiosyncratic reference point. We then consider implications of this finding for methodological debates about how to model welfare effects of policies, and argue that abandonment of a dogmatic belief in CPT as the correct theory of risk human choice exposes a conceptual error that is widespread in behavioral welfare economics. We provide concluding reflections on second-order, philosophical issues around the grounding of normative commitments in policy-focused economics. (shrink)

This paper examines an intersection between ecological psychology and the enactive approach, brought about by studying sense-making in relation to a behavior setting in Hong Kong and adopting a focus on embodied action and gesture. A cosmetics pop-up store in a downtown shopping mall provides the basis for a case study involving a two pronged analysis. I first use Barker’s behavior setting theory to describe the publically accessible structure and dynamics of the store, which reveals a bounded spatio-temporal structure with (...) several interdependent behavior-milieu parts. I then analyze video recordings of my research participant encountering, entering, and exploring this environment. Following an enactive-informed micro-ethnographic approach to embodied communication, I examine her movements, postures, gestures, and language use as she joins the behavior setting. These fine-grained descriptions of her embodied actions provide an empirical basis to analyze enactive sense-making. On the one hand, they disclose the affective and emotional experience of perceiving relevant affordances in the environment, and on the other hand, they show the specificity of sensorimotor abilities required to join the setting’s standing pattern of behavior. Evidence of risk aversion in laboratory settings over small stakes leads to a priori implausible levels of risk aversion over large stakes under certain assumptions. One core assumption in statements of this calibration puzzle is that small-stakes risk aversion is observed over all levels of wealth, or over a â sufficiently largeâ range of wealth. Although this assumption is viewed as self-evident from the vast experimental literature showing risk aversion over laboratory stakes, it actually requires that lab wealth be varied (...) for a given subject as one evaluates the risk attitudes of the subject. We consider evidence from a simple design that tests this assumption, and find that the assumption is strikingly rejected for a large sample of subjects from a population of college students. We conclude that the implausible predictions that flow from these assumptions do not apply to one specialized population widely used to study economic behavior in laboratory experiments. (shrink)

Which (...) actions are appropriate for an intellectual? - i.e., how should the moral thought of the professional few in the universities be related to the thought and action of the many in the world outside? A principal source of interest in behavioral economics has been its advertised contributions to policies aimed at ‘nudging’ people away from allegedly natural but self-defeating behavior toward patterns of response thought more likely to improve their welfare. This has occasioned controversies among economists and philosophers around the normative limits of paternalism, especially by technical policy advisors. One recent suggestion has been that ‘boosting,’ in which interventions aim to enhance people’s general cognitive skills and representational repertoires instead of manipulating their choice (...) environments behind their backs, avoids the main normative challenges. A limitation in most of this literature is that it has focused on relatively sweeping policy recommendations and consequently on strong polar alternatives of general paternalism and strict laissez faire. We review a real instance, drawn from a consulting project we conducted for an investment bank, of a proposed intervention that is more typical of the kind that economists are more often actually called upon to offer. In this example, the sophistication of current tools for preference attribution, combined with philosophical externalism about the semantics of preferences that makes it less plausible to attribute their literal self-conscious representation to people as propositional attitude content becomes more tightly refined, blocks applicability of the distinction between nudging and boosting. This seems to call for irreducible, context-specific ethical judgment in assessing the appropriateness of the forms of paternalism that economists must actually wrestle with in going about their everyday business. The philosophy department in Edinburgh is in David Hume tower; the philosophy faculty at Cambridge is in Sidgwick Avenue. In one way, no competition. Everybody has heard of Hume, whereas even the anybody who's anybody may not have heard of Sidgwick. Yet in another way, Sidgwick wins this arcane contest. For if David Hume, contradicting the Humean theory of personal identity, were to return to Edinburgh, he would not recognize the tower. Whereas, if someone with more success in rearousing spirits (...) than Sidgwick himself had could now produce him, Sidgwick would know the avenue. For he planned it; he partially paid for it; and he pushed it past the local opposition. He was its creator. And creator not just of the avenue: if Sidgwick is not quite the only begetter, it was he more than anyone who was responsible for building the school of philosophy in Cambridge which is being celebrated in this series of articles. ‘Metaphysics’, said Bradley, ‘is the finding of bad reasons for what we believe on instinct, but to find these reasons is no less an instinct.’ This idea that reasoning is both instinctive and feeble is reminiscent of Hume; except that reasons in Hume tend to serve as the solvent rather than the support of instinctive beliefs. Instinct leads us to play backgammon with other individuals whom we assume inhabit a world which exists independently of our own perception and which will (...) continue to exist tomorrow in a similar fashion to today. However, when instinct leads us also to reason about these beliefs they are all subject to sceptical attack. Their defence provides a challenge, a challenge which in thumbnail histories of the subject is met by Kant. He does this by use of a powerful new form of argument which he calls transcendental argument and which, in my opinion, provides not only reasons but also good reasons for the defence of some of our most central instinctive beliefs. The strategy involved in this kind of argument is to reflect on the necessary preconditions for comprehensible experience. In this way, some beliefs which are subject to sceptical attack, such as that there is a causal order between objects which exist independently of our experience of them, can be found to be the essential preconditions for having comprehensible experience at all. The reason for accepting them is, therefore, that they are the necessary preconditions of having any beliefs at all; and this provides a good, rather than a bad, reason for accepting these particular instinctive beliefs. Current debates about “Darwinizing culture” have typically focused on the validity of memetics. In this article we argue that meme-like inheritance is not a necessary requirement for descent with modification. We suggest that an alternative and more productive way of Darwinizing culture can be found in the application of phylogenetic methods. We review recent work on cultural phylogenetics and outline six fundamental questions that can be answered using the power and precision of quantitative phylogenetic methods. However, cultural evolution, like biological (...) evolution, is often far from treelike. We discuss the problems reticulate evolution can cause for phylogenetic analyses and suggest ways in which these problems can be overcome. Our solutions involve a combination of new methods for the study of cultural evolution , and the triangulation of different lines of historical evidence. Throughout we emphasize that most debates about cultural phylogenies can only be settled by empirical research rather than armchair speculation. (shrink)

This article adopts an ecological view of cognition to analyze the role of the environment in scaffolding metaphorical experience. Using ethnographic material collected from two real estate showrooms in China, we describe how each showroom setting is equipped with to-be-phenomenologically-experienced objects designed to stimulate desirable sensorimotor experiences and altered bodily states during the guided showroom tours. By analyzing the qualities of such settings and identifying the processes through which visitors become environmentally coupled—including active and passive touch in highly organized auditory, (...) olfactory, and gustatory environs—we demonstrate how the showrooms constitute an affordance space for enacting metaphoricity through doubleness in experience. Implications for conceptual metaphor theory relating to the nature of environments and bodies are discussed. (shrink)

In their important book, Causation in the Law, H. L. A. Hart and Tony Honore argue that causation in the law is based on causation outside the law, that the causal principles the courts rely on to determine legal responsibility are based on distinctions exercised in ordinary causal judgments. A distinction that particularly concerns them is one that divides factors that are necessary or sine qua non for an effect into those that count as causes for purposes of legal responsibility (...) and those that do not. Hart and Honore claim that this distinction is often one of fact rather than of legal policy, and that the factual basis is to be found in the ordinary distinction we draw between causes and 'mere conditions'. If this claim is correct, we may hope to illuminate the legal distinction by articulating the principles behind the ordinary one. This is a challenging task since, as in the case of most cognitive skills, we are far better at making particular judgments than we are at stating the general principles that underlie them. Hart and Honore devote the first part of their book to this difficult task. We have, then, two large projects. One is to articulate our ordinary notion of causation, especially the distinction between cause and mere condition. This is the project of constructing an 'ordinary model'. The other is to argue for what we may call the 'shared concept claim', the claim that the concept of legal cause is based on the ordinary notion of causation, that 'causal judgments, though the law may have to systematize them, are not specifically legal. They appeal to a notion which is part of everyday life' (1985, p. lv; all references to follow are from this edition). This essay will focus on Hart and Honore's ordinary model, rather than on their shared concept claim. In my judgment, Hart and Honore's case for some version of the shared concept claim is strong, so they are right to maintain that a better understanding of our ordinary notion of.. (shrink)

Does the desirability of social institutions for public goods provision depend on the extent to which they include mechanisms for endogenous enforcement of cooperative behavior? We consider alternative institutions that vary the use of direct punishments to promote social cooperation. In one institution, subjects participate in a public goods experiment in which an initial stage of voluntary contribution is followed by a second stage of voluntary, costly sanctioning. Another institution consists of the voluntary contribution stage only, with no subsequent opportunity (...) to sanction. In a third stage subjects vote for which institution they prefer for future interactions: do they prefer one that does allow sanctions or one that does not allow sanctions? Our results show that even though sanctions are frequently used when available, the clear majority of individuals vote for the institution that does not allow sanctions. Thus, a distinction is required between the principles that guide the choice of institutions and the principles that apply to actions guided by institutions. Our results indicate that it is the wealth generated by the institution that determines its desirability. (shrink)
